Nothing that would be safe in the 44 action.
Best options would be to have the barrel set back and rechambered to 25-20 SS or 25-20 WCF, or have the barrel relined to either caliber.

The rule you posted is for BP Target Rifle. The rules on allowable rifles for BP Silhouette are a little more restrictive. I.E. exposed hammers only etc....
